USC Linebacker signs with Louisville
to be honest, i'm not too broken up about this.
apparently had some issues (for the life of me can't find the link) with USC that caused him to be suspended. the way i look at it: if he had enough issues that caused USC to put a hold on him, then not sure if he would be a good fit for louisville. but, heck, i don't know or the situation. so who knows?

Apparently,
Winning games wasn’t important to his decision.

Sounded like the kid was just speaking out of turn re: Boise State.
Probably saw Boise State as a good, respected program (and I believe he knows Pettis) and wanted to come here, but talked to the media about it before talking to coaches.

would that have been a "recruiting" violation on his part?

Is it a violation for transfers?
Violations for transfers usually means nobody can contact them to transfer without permission from his current college. However, the USC infractions waived all that junk.
