From naval use...
Used more loosely, it is the lead ship in a fleet of vessels, typically the first, largest, fastest, most heavily armed, or, in terms of media coverage, best known.
In education…
because of their age, the flagship institutions of a university system are often the largest and best financed and are perceived as elite relative to non-flagship state schools.

The Flag Ship
is normally the ship where the Flag Officer resides (the Admiral or Commodore in charge of the flotilla, squadron, etc). Also known as the command ship and sometimes, but not always the biggest, baddest ship. Today its normally the ship with the most antennas :)

The SBOE is reviewing the missions and goals of the three university systems.
Kustra took heat on our language about being a Metropolitan Research University of Distinction. They SBOE is wanting to try and curb competition between these Universities and wants to see a unified front for these schools when kids are looking at coming to school in this state.
In regards to Idaho, they do not want “Flagship” to be a put down to ISU & BSU for outsiders looking at them. To allow them to sanction the use of the word “Flagship”, then they are allowing Idaho to slight the other state schools in the SBOE’s mind.
IMHO, it really goes back to the bickering from a lot us BSU Alums (myself included) to our perceived notion that Idaho gets a special treatment over Boise State. The SBOE is leveling the playing field in their eyes. Expect them to hold to the current mission for each school and that will likely keep Boise State from getting a Law school or larger Medical program in Boise ever.
by idaho_techsan on Feb 16, 2012 3:17 PM PST up reply actions
which is complete BS.
WTF SBOE?!
seriously? the state of Idaho needs to look past some of that crap and let the largest university in the state and the one in the population center have bigger programs.
if you’re not going to allow the law or med school (which is ridiculous) at least don’t vote against the PhD programs meant to improve the institution (i’m mostly looking at the UI grad).
I hate people who are shortsighted in the improvement of institutions. you want better for your citizens? don’t inhibit the progress.

Yep...
They had a meeting yesterday (which I was at) in which they reviewed the missions statements and primary areas of emphasis for Boise State, U of I, ISU, and Lewis and Clark. They spent hours arguing over the exact definitions and meanings of words such as ‘flagship’ and ‘leadership’ which Boise State had in their statement. I did enjoy the ‘flagship’ debate though, because it got a little heated between the people arguing, as you would expect, and the fact that Idaho lost in the end.

BSU's mission statement is included in the Strategic Plan 2012-2016 submitted to the SBOE, I guess.
I’m guessing, because I couldn’t find BSU’s mission statement on the school web site anywhere. It also specifically mentions health professions. So maybe, just maybe, there is a chance? I mean, why would we need a law school when this is the capital…but I can certainly see why we need a med school based on population and availability in the northwest. Go figure. I want them both, and I want them now.I am not finding the word “leadership” in the mission statement. Maybe my reading comprehension needs polishing. Never did like reading these bw mission statements, anyway. Make me thirsty.
"Boise State University is a comprehensive, urban university serving a diverse population through undergraduate and graduate programs, research, and state and regional public service.
As provided by the State Board of Education, Boise State University will formulate its academic plan and generate programs with primary emphasis on business and economics, engineering, the social sciences, public affairs, the performing arts, and teacher preparation. Boise State University will give continuing emphasis in the areas of the health professions, the physical and biological sciences, and education and will maintain basic strengths in the liberal arts and sciences, which provide the core curriculum or general education portion of the curriculum."

You know why...
They had a long discussion over Boise State’s mission statement yesterday concerning words like ‘leadership’ and ‘metropolitan research university’. Notice:
Boise State University is a comprehensive, urban university serving a diverse population through undergraduate and graduate programs, research, and state and regional public service.
The State Board did not want to recognize Boise State as a metropolitan research university just like they didn’t want to recognize Idaho as the flagship university. They decided on what needed to be removed or changed about the statements and then Boise State (and all the other universities) reconfigured their mission statements and the State Board accepted them today.
I am the BSU Guru. I know everything and anything about BSU, just ask me. Although I may need a minute…and an internet connection.
Thanks for clearing that up for me, Guru.
The mission statement, as it stands now going forward, as opposed to going backward, is damn dry and non-commital. If we were trying to wash both institutions clean of any enthusiasm or personality, we were successful. But like I said, mission statements are not my favorite read. I was raised with Father Junipero Serra and his Missions, and those are Missions. Usurping the good works (or bad, as the viewpoint changes) of missions and letting them masquerade as attainable yet lofty goals, is an exercise in buearacracy, imo. But I am certainly tickled that “flagship” has gone down, so I guess they aren’t completely without merit. FYI, I have been a missionstatementwriter..looking over my shoulder for reality and thirsty all the time.

Guru,
I didn’t mean to sound snippy. I really do appreciate your information on the mission statements and the atmosphere of the meeting. It is the act of missionstatementing that kind of gets my ire up. I know we all need a purpose and mission statements are supposed to guide us in communicating and achieving that purpose. So often actions speak better than words, just like on our field. I hope our new mission statement doesn’t confine us as it attempts to be acceptable. But hey, if it angers Uof I, then I’m behind it. :)

Here's the Argonauts take on all this, you know its going to be good
And this is exactly the attitude the SBOE wanted to curb:
Start a freakin Facebook campaign to petition the governor. This is ridiculous. The SBOE way overstepped their boundaries on this and public outrage will restore it. BSU will never achieve what U of I has achieved. Even their Football program is about to go downhill since their star players are gone. BSU people know this and are taking their last shots at the UofI while they still have the ear of the SBOE, and this is what comes from that. Its pathetic………

February 17, 2012
Dear Friends,
As the state’s flagship research university, THE University of Idaho continues to keep alive the dream of President Abraham Lincoln, who envisioned land-grant universities in each state or territory as "people’s universities." Land-grant universities not only provide every citizen access to a high-quality education, they also apply new knowledge and discoveries to real-world issues fueling our economies and our collective quality of life. Land-grant universities like ours partner with their states to address the most pressing issues of our time.
Here in Idaho, our University has trained generations of leaders: lawmakers, judiciary members, physicians, artists and entrepreneurs who have shaped and advanced our state.
In addition, each year — through our statewide extension network — we touch the lives of roughly 400,000 Idahoans, from infants to senior citizens.
Our 4-H programs offer a great example of how lives are touched and transformed. This year marks the centennial of Idaho 4-H, founded in 1912 with a focus on agriculture and gardening. Over the past century, thousands of Idaho’s young people have benefited from 4-H’s community clubs, afterschool programs, day camps, summer camps, statewide and national conferences, and international exchange programs. The four "H’s" in 4-H stand for: hearts, heads, hands and health. I would also add "hope."
Through the years, 4-H has recognized and adapted to the changing needs of our state and global community. Today, its programs have broadened to include an emphasis on science, healthy living, and citizenship and leadership.
Tim Ewers, who co-leads Idaho 4-H science programs, is passionate about finding ways to make science "as fun as sports." His energies are devoted to using robotics as a way to connect kids with math and science. 4-H is part of the equation to addressing our nation’s ailing competitiveness in the STEM disciplines – science, technology, engineering and math; this is a way to help nurture learning in these critical areas so that the young people of today, will be our university sciences majors and global leaders of tomorrow.
With an eye towards building citizens and leaders, eighth- and ninth-graders from around Idaho walk the halls of our state Capitol Building during 4-H’s annual Know Your Government weekend. Tomorrow through Monday in Boise, more than 180 youngsters will adopt roles as legislators, judges and reporters, conduct mock committee meetings and mock trials. They’ll also hear from state and local officials and have breakfast with legislators and judges, including Idaho Supreme Court Justice Daniel Eismann. This is a great way for Idaho’s youth to learn in a hands-on, experiential way about how our state government works. Without a doubt, future leaders are "born" during this weekend.
One-hundred and fifty years ago, the Morrill Act – signed by President Lincoln – created the national land-grant university system and made possible our University of Idaho. As the state’s flagship research university we serve the people of the state of Idaho. Our hope for the future success and vitality of our state resides in our young people and how we teach, encourage and nurture them for success through programs such as 4-H and through study at our University.
Although I was very disappointed in the decision yesterday by the Idaho State Board of Education to remove the word "flagship" from our mission statement, I can assure you that we will continue to operate as we always have – as the state’s land-grant, research leader with a statewide presence and impact. Idaho’s future leaders get their start with us, and I am proud of the leading role we play to make possible and ensure the future of Idaho, our nation and our world.
M. Duane Nellis

Guest opinion in today’s Statesman:
http://www.idahostatesman.com/2012/02/21/2002870/flagship-removal-hurts-all-idahoans.html
But methinks the leaders of the dUI Foundation and the dUI Alumni Association are being a little disingenuous when they make this statement:
We ought to be encouraging, not discouraging, the Broncos’ achievements on the gridiron.
The day that dUI encourages the Boise State “Donkeys” (Akey’s word) on the gridiron will be the day the Vandals win the national championship. Or even 8 games. Or stop falling out of windows. Or quit drinking. Or (fill in the blank).
Speak your truth quietly and clearly; and listen to others, even the dull and the ignorant; they, too, have their story.
Avoid loud and aggressive persons; they are vexations to the spirit.
What utter rot
Disingenuous? How about outright prevarication? Screw you, dUI. I can’t summon a whit of sympathy for you. Pride cometh before the fall, beeyatches. Nemesis follows hubris, losers.

Yeah I laughed at that, I don't feel hurt and I thought their BSU football analogy was stupid
This is what they said about BSU football:
Imagine the State Board of Education telling Boise State that it could no longer refer to itself as having a top-ranked football program? What if it could only refer to the Broncos as just another Idaho public university football team, no better or worse than the rest?
Would that be good for the state of Idaho? No. By negatively impacting BSU’s ability to recruit players and reducing their national athletic recognition, the whole state would suffer. Such a move would send a message to BSU student-athletes and coaches that it doesn’t pay to work hard, get good results, and be the best you can be because your success and national position will not be recognized or celebrated.
We ought to be encouraging, not discouraging, the Broncos’ achievements on the gridiron.
First off, does BSU refer to it’s top ranked football program in it’s mission statement? No. Then, even if BSU was told it couldn’t use the terms best football team in the state from all it’s media would that hurt the team? No. Stupid editorial and that analogy was terrible…
