It's UCLA...
UCLA is notoriously difficult to get in to, and my understanding is that athletes there don’t get preferential treatment in the admissions process, scholarship offer or no.
To put it into perspective, my wife with a 3.6 GPA and 33 ACT didn’t get into UCLA after high school…and that was 12 years ago.
Thanks to Ohio State's president, I will never root for a Big Ten football program again (except in extenuating circumstances that aid my primary rooting interest).

Addendum
To the point, there is no shame in not getting into UCLA academically…or any other top-flight academic school. I personally don’t buy into the whole academic quality argument for undergraduates – go somewhere you feel you fit at with a strong program in your area of study – but that’s just me.
On the other hand, if he can’t gain admission to a low-class institution like Nevada, I’d be much more concerned.
