Found the rules on conference membership
Here’s the pdf link. The page numbered 13, which is the 23rd actual page, gives the info. (Opens in a new window.)
Here’s the line:
3.3.2.2.2 Minimum Size and Division Status.
3.3.2.2.2.1 Full Voting Privileges. The member conference shall be composed of at least six members
in a single division in order to be eligible for full voting privileges, including voting on federated
bylaws (those bylaws that may be amended by one or more divisions acting separately).
3.3.2.2.2.2 Partial Voting Privileges. Those member conferences with at least six members but
without a minimum of six members in a single division shall be permitted to vote on all dominant
or common provisions (those provisions that apply to all three divisions of the Association). On these
common provisions, the conference shall vote in the division in which the majority of its membership
is classified. In the event that its membership is divided evenly between two divisions, the Executive
Committee shall determine its voting division. Such conferences shall not vote on federated provisions
(those provisions that may be amended by one or more divisions acting separately).
So there are provisions that allow for 6-member conferences.
That said, I haven't found the specifics for div.1 football.

Found it, I think. Page 27 of that pdf (the 37th actual page):
Section 4.6.6
A Football Championship Subdivision conference represented on the committee that falls below the six-member
requirement may continue to be represented on the committee for a one-year time period. Such a conference no
longer shall be represented on the committee after the one-year period unless it is composed of at least six championship
subdivision football-sponsoring members. Further, a Football Championship Subdivision conference
that sponsors football and conducts a conference championship, but does not meet the six-member requirement,
shall be permitted to have its Legislative Council member attend the Football Championship Subdivision Governance
Committee meeting in a nonvoting capacity. (Adopted: 10/31/02, Revised: 12/15/06, 11/1/07 effective
8/1/08)
That ‘requirement’ is specifically referring to voting priviliges for the FCS Governing Committee. If the WAC stays at six, they can still retain their vote. If they fall below six, they get one year to bring things back up to six or they lose their vote. But even if they lost their vote, that doesn’t seem to necessarily disqualify them from FCS football.

ESPN
So does ESPN drop the WAC and negotiate a deal with the MWC? I hope so. And if it helps BYU to stay, allow them to have their own TV network for home games not broadcast on other MWC stations (hopefully soon ESPN). But allow other teams to have local stations broadcast games also like Boise State had in the WAC with KTVB broadcasting games not on ESPN.

8 member requirement:
20.02.6 Football Bowl Subdivision Conference. A conference classified as a Football Bowl Subdivision
conference shall be comprised of at least eight full Football Bowl Subdivision members that satisfy all bowl subdivision
requirements. An institution shall be included as one of the eight full Football Bowl Subdivision members
only if the institution participates in the conference schedule in at least six men’s and eight women’s conferencesponsored
sports, including men’s basketball and football and three women’s team sports including women’s basketball.
A conference-sponsored sport shall be a sport in which regular season and/or championship opportunities
are provided, consistent with the minimum standards identified by the applicable NCAA sport committee for
automatic qualification. (Adopted: 10/31/02 effective 8/1/05, Revised: 12/15/06)
20.02.6.1 Exception. A Football Bowl Subdivision member institution shall be permitted to count as one
of its required six men’s sports and one of its required eight women’s sports a sport in which its conference does
not sponsor or conduct a championship, provided the sport is one in which it participates in another Division
I multi- or single-sport conference. Different sports may be counted for men and women. (Adopted: 4/29/04
effective 8/1/05, Revised: 12/15/06)
20.02.6.2 Grace Period. A conference shall continue to be considered a Football Bowl Subdivision conference
for two years following the date when it fails to satisfy the eight full Football Bowl Subdivision member
requirement due to one or more of its member’s failure to comply with the bowl subdivision membership requirements.

Just thought about something,
If the MWC goes and add’s Houston then that leaves C-USA with one less team. C-USA would act fast and extend an invite to La Tech. La Tech would jump the WAC and join C-USA. That would leave the WAC with 5 teams and possibly Utah State as the best team in the conference =)
Would Benson just give up or merge with a conference?
I think UI’s days are numbered, either way we won’t be around to hear them cry!

According to the mountain west blog rumors are flying now that BYwho is behind the five million dollar buy out clause. Appearently they were the ones that wanted to garentee that the WAC would not loose any more of the current members. Man is Karma a b!@#$%!! I say the MTN washes their hands of BYwho?? and kicks them out of the confrence and leave them out to dry, especially if we bring in the best of the CUSA.

It brings joy to me when BYwho losses. Plus, they would help BSU get an auto-bid. Yes I said BSU, not the MWC. I hope we run this league. TCU is the only team I like in the MWC. All the rest are blah
